Cooperative Governance in Assam: Applying the Four Pillars Framework to the GPSS/PACS Movement

This paper examines the Four Pillars of Cooperative Governance—Teaming, Accountable Empowerment, Democracy, and Strategic Leadership—as a lens for understanding how cooperative boards articulate and achieve their mission, and situates this framework within the cooperative movement of Assam. Drawing on the Rochdale tradition, the strategic agenda of the International Cooperative Alliance (ICA), and Art Sherwood's research at the Vincent and Elinor Ostrom Workshop on Political Theory and Policy Analysis, the paper traces how these globally derived governance principles map onto Assam's distinctive two-tier cooperative credit structure, in which the Assam Co-operative Apex Bank Ltd. sits above a dense network of village-level Gaon Panchayat Samabai Samities/Primary Agricultural Cooperative Societies (GPSS/PACS). The discussion draws on the state's cooperative legislation, its 1972 "single window" policy, and ongoing computerisation and capacity-building reforms to argue that the Four Pillars model offers a useful diagnostic and developmental framework for strengthening board-level governance at the primary-society level, illustrated with reference to a representative village-level GPSS such as Silpota GPSS. The paper is conceptual in nature and is intended to inform further empirical and case-based research on cooperative governance in Assam and the wider Northeast Indian region.
